How your union retiree health coverage works with Medicare
Most Hawaii public-sector retirees receive health benefits through the EUTF (Employer-Union Health Benefits Trust Fund), which covers all 14 state and county bargaining units. Private-sector unions like the ILWU operate their own benefit trust funds.
Important: All EUTF retirees eligible for Medicare must enroll in Medicare Part B to maintain their EUTF retiree medical and prescription drug coverage. EUTF reimburses the standard Part B premium.
EUTF Public-Sector Unions
The Employer-Union Health Benefits Trust Fund (EUTF) administers health benefits for all Hawaii state and county public-sector retirees across 14 bargaining units.
HGEA
Hawaii Government Employees Association (HGEA)
Members: State and county government employees, supervisory and non-supervisory white/blue collar, education officers, UH admin/professional, nurses, professional/scientific, law enforcement
UPW
United Public Workers (UPW)
Members: Non-supervisory blue-collar, institutional, health, and correctional workers
HSTA
Hawaii State Teachers Association (HSTA)
Members: Public school teachers and personnel under the same salary schedule
UHPA
University of Hawaii Professional Assembly (UHPA)
Members: University of Hawaii and community college faculty
HFFA
Hawaii Fire Fighters Association (HFFA)
Members: State and county fire department personnel
SHOPO
State of Hawaii Organization of Police Officers (SHOPO)
Members: County police officers
